Russia’s weaponization of passports: a focus on recent legislation

Russia has used passports as tools of hybrid warfare for decades. Since the full-scale invasion of Ukraine, Russian citizenship has been further weaponized, with significant consequences for people inside and outside the country. New legislation adopted in 2023 solidifies two recent trends of Russia’s citizenship regime. First, it contributes to a renationalization of citizenship through a new civics test, compulsory military registration, and a focus on “traditional” values. Second, the law weaponizes citizenship by awarding passports to people who sign a contract with the armed forces, and by using denaturalization as a penalty for a broad range of crimes.
