The ICC, ICJ and Allegations of Crimes of War Committed by Hamas and Israel

Established in 2002 by the Rome Statute, the International Criminal Court (ICC) in The Hague investigates and prosecutes individuals charged with crimes of war: the crime of aggression, war crimes, crimes against humanity, and genocide. The International Court of Justice (ICJ), established in 1945 and based in the Netherlands, adjudicates disputes between states and provides legal advice to the United Nations. This forum will explore the functions and jurisdictions of these two institutions. It will also consider the evidence and allegations of crimes of war committed by Hamas and Israel brought before both institutions. 

Professor Milena Sterio is the Charles R. Emrick Jr. - Calfee Halter & Griswold Professor of Law at Cleveland State University’s College of Law. She is a leading expert on international law, international criminal law and human rights. Sterio has testified as an expert before the U.S. Senate Committee on Foreign Relations on accountability issues regarding Syria, and has presented at the United Nations, also as an expert, on issues related to Ukraine. She has published nine books and numerous law review articles.
