Dr. Conley-Zilkic will discuss How Mass Atrocities End: An Evidence-Based Study. The problem of ending genocide and atrocities has been the focus of policy papers, advocacy and research—but almost entirely from the perspective of what measures “ought” to be taken to end the next episode of violence. Starting from a different standpoint, research into the actual endings of incidents systematic targeting of civilians, this paper argues that we have much to learn from an evidence-based approach to understanding and responding to mass atrocities.
