Salem State lots are well marked for faculty, staff and students. Visitor parking is limited and the Salem State University Police Department can issue temporary visitor passes for day visits that allow parking in the C lots at North Campus, South Campus, Central Campus, O'Keefe Center, and Weir Lot. Rules and Regulations
The university has adopted the following rules and regulations to promote the safety and convenience of the entire community. The rules and regulations are designed to provide for the maximum use of our parking facilities. The Salem State University police department encourages compliance with the established posting rules and regulations and remains committed to strict enforcement.
Parking on university property is provided as a convenience and a privilege to students, faculty, and staff. Abuse of the privilege may result in its revocation and disciplinary action.
All students and employees who wish to park on university property must register with the Salem State University police department and obtain an appropriate parking permit decal. Call 978.542.7341.
Applications must be supported by the proof of ownership (vehicle registration certificate) or written permission from the registered owner.
Visitors and vendors may be issued temporary courtesy passes valid for designated areas by the campus police department.
Any motor vehicle parked on university property which does not display a valid parking permit decal or courtesy pass is subject to citation and/or towing without notice at the owner's expense.
Issuance of a parking permit does not guarantee the holder that on any given day space will be available in the designated or preferred area. Police officers or other officials may suggest alternate locations in such cases.
All vehicles must be operated on university property in conformity with these Rules and Regulations, and within compliance the provisions of Massachusetts General Laws, Chapter 90. Violators will be subject to penalties as listed under Penalties for Illegal Parking or Operating.
SALEM STATE ASSUMES NO RESPONSIBILITY FOR DAMAGES TO ANY VEHICLE OR ITS CONTENTS BY REASON OF FIRE, THEFT, VANDALISM, ACCIDENT, OR OTHER CAUSE.

MASSACHUSETTS LAW REQUIRES STUDENTS TO REGISTER WITH THE COMMONWEALTH ALL OUT-OF-STATE MOTOR VEHICLES WITHIN 30 DAYS OF THE TIME THE VEHICLE IS BROUGHT INTO MASSACHUSETTS. MASSACHUSETTS LEVIES A $200 FINE AGAINST UNREGISTERED OUT -OF-STATE STUDENT MOTOR VEHICLES.(CHAPTER 90, SECTION 3.

Authority and Duties of University Police
The Salem State University police department has the duty to enforce all provisions of these rules and regulations; however, in the event of a fire or other emergency, officers may direct or control traffic according to existing conditions, notwithstanding any provision of these rules and regulations.
Additionally, the Salem State University police department may permit or prohibit parking in any part of university property, when in its judgment such action is necessary to ensure public safety or to preserve the interests of the university community.
Salem State University police officers have full police powers on all university property and hold commissions from the Massachusetts State Police.
Parking Eligibility:
All administrators, faculty, staff and students must register with the Salem State University police department.
Freshman resident students are not authorized to park on campus.
No overnight parking will be allowed. Failure to comply with above will result in a citation and/or towing of vehicle at owner's expense.
Special parking permits may be issued to persons having a physical disability requiring special consideration, as outlined in Chapter 90, Section 2 of the Massachusetts General Laws. Such persons must have HP identification.
Persons suffering a temporary disability due to an accident or other cause may be issued a special temporary pass for the time required, not to exceed six months. Persons requiring longer than six months may apply to the RMV for HP status. Temporary Handicap Parking Permits are valid only on Salem State University property.
Termination of association with Salem State by the member of the faculty, staff or student body will result in the cancellation of parking privileges on the date of termination.
Those eligible for authorization to park in an area that is controlled by an access gate will need a control card to operate the gate. Cards must be purchased at a cost of $3. (replacement cards cost $3).
Note, resident students are only allowed to register one vehicle. If a replacement decal is needed, the old decal must be removed and returned before a new decal is issued.
If you change your license plate registration number you must notify campus police department within three working days.
Visitor Parking:
Short-term visitors to the university are allowed to park in designated areas or other areas as directed by Salem State University police department. Visitor passes may be obtained by contacting the Salem State University police department. All visitors’ cars must have passes displayed. Call the traffic division at 978.542.7341.
ANY VISITOR'S VEHICLE IN VIOLATION OF PARKING OR OPERATING RULES AND REGULATIONS MAY BE SUBJECT TO CITATION AND/OR TOWING AT THE EXPENSE OF THE OWNER.
Salem State assumes no responsibility for damage to any vehicle or its contents for any cause, including towing for violation of rules and regulations. Visitor parking is at the operator's risk.
Move-In, Move-Out Periods:
During normal move-in and move-out periods, such as the beginning of the fall semester, beginning and ending of the December holiday break, and the end of spring semester, allowance will be made for the loading and unloading of personal possessions in areas usually banned to parking up to a maximum of 30 minutes per vehicle. Information may be obtained from the campus police department. All vehicles must be removed from Salem State lots during vacation periods. Vehicles not will result in a citation and/ or towing at the expense of the owner.
Special Events Parking:
Certain events and functions at the university require special parking arrangements. In such cases the interested group or department should contact the Salem State University Police department traffic division to discuss special requirements. During special events, portions or entire parking areas may be closed to the university community. When this occurs, the university community is asked to seek parking in one of our additional lots and utilize the shuttle service. Call 978.542.7341.
Police and Fire Department Vehicles:
Under certain conditions, Salem State University police, or municipal police or fire department vehicles, may find it necessary to use their emergency lights and/or sirens to respond quickly to an emergency. When this occurs, all vehicular and pedestrian traffic must clear the roadway immediately. Impeding police or fire department vehicles in such circumstances is a serious offense, Chapter 89, Section 7.
Snow Emergency:
Snow removal during storms is of the utmost importance from a safety standpoint. During snow storms the campus police department will request the prompt removal of any vehicles that will hamper snow removal operations. Any vehicles not removed will result in a citation and/or tow at the expense of the owner. Your cooperation during these periods will be greatly appreciated.
Penalties for Illegal Parking or Operating:
Vehicles parked in restricted areas or found in violation of parking regulations will result in a citation and/or tow at the expense of the owner. Salem State assumes no responsibility for vehicles that are towed due to violation of parking regulations or for safety requirements.
Parking is allowed only in marked car stalls designated by yellow lines. Speed limit on campus is 10 M.P.H., or as posted.
The Salem State University Police Department expects all persons using its parking facilities to comply with these rules and regulations in the interest of all. Failure to do so will result in fines being levied. If it is necessary to tow an illegally parked vehicle, the owner must pay tow charges and any storage charges to the tow operator, in addition to the fine levied by the university.
Appeals
A hearing or a hearing by mail may be obtained upon written request by the registered owner within 21 days. Failure to obey this notice within 21 days after the date of the violation may result in additional penalties, as well as, the non-renewal of the vehicle owner’s license and Registration. Massachusetts General Laws Chapter 90, Section 20A).
Abandoned Vehicles
Vehicles without license plates, or showing other signs of abandonment, will be removed from the property and disposed of at the direction of the Salem State University police department. Any expense incurred by the university in removing the vehicle will be charged to its owner, who may also be liable to the penalties provided in Massachusetts General Laws Chapter 90, Section 22B. Fine of $250.
